The framerate readout will say ~59.95 when running normally, even though the game is running at a noticeably lower framerate. I know for sure my CPU can handle it at full speed, because when I remove the framerate limiter I get around 120fps, and when running the game normally my CPU is only at ~13% capacity.
I've looked all over and don't know where else to turn when I try to run Monkey Ball Deluxe, it seems to be capped at a consistent 30fps both in menus and in gameplay.
